It's possible that your webserver didn't have the right locales installed. if it's a debian linux system try the following commands: apt-get install locales dpkg-reconfigure local

If you choose smtp als mail transport service, you should check the logfile of the corresponding mail server, if you've access to this possibility. i don't have any log files about failures

In the exactly way, on case PHP SAFE_MODE ist activated fopen() is only possible to run on directories and files which are owned by the same person/account like those who run the php stuff.
